The State of Qatar recently hosted the ICAO Conference (FALC 2025) organized by the General Authority of Civil Aviation, under the patronage of His Excellency Sheikh Muhammad bin Abdul Rahman Al Thani, Prime Minister and Minister of Foreign Affairs and was opened by His Excellency Sheikh Mohammed bin Abdullah bin Mohammed Al Thani, Minister of Transportation, in the presence of His Excellency Mr. Salvatori Chiakitano, Chairman of the International Civil Aviation Organization (ICAO), and His Excellency Mr. Juan Carlos The organization has the participation of about 50 of the Excellencies and Excellency the ministers, and a number of heads of civil aviation authorities from different countries of the world, which concluded its work by adopting the Doha Declaration for International Air Transport Facilities.
The conference stressed the great importance of facilities to ensure the efficiency and smoothness of the movement of passengers, teams, goods and aircraft across the international borders, and also acknowledged that air transport has a fundamental role in linking people, facilitating trade and improving social and economic development, contributing to achieving the sustainable development plan for 2030. The Doha announcement also urged the stakeholders to take a number of measures related to the global administration of facilities, and to facilitate the journey of passengers and protect their rights, And seeking to support innovation and building skills in this field, in addition to focusing on the aspects of public health, as all these axes constitute the essence and basis of the ministerial advertisement.
The announcement called for the close cooperation between the aviation sector and the public health sector and the other concerned authorities in order to develop a national aviation plan to prepare to confront any epidemics that threaten public health, in a manner that ensures the continuation of air transport operations in a safe and effective manner, so that Doha’s announcement is a high -level reference to direct ICAO policies in the field of facilities in the future.
Road road map
His Excellency Sheikh Mohammed bin Abdullah bin Mohammed Al Thani, Minister of Communications, said that the Declaration of Doha is a guiding road map for future policies in the field of air transport facilities and emphasizes the joint commitment of (ICAO) and member states, international and regional organizations and other stakeholders, to develop and enhance facilities in all its dimensions.
His Excellency added that the efforts of the State of Qatar in developing the infrastructure of the transportation and civil aviation sector, and achieving smart and sustainable movement, in implementation of the Qatar National Vision 2030, is consistent with the Doha Declaration of International Air Transport Facilities, which draws a strategic vision that seeks to ensure a smooth and effective movement for travelers, crew, goods, and airplanes across the border.
His Excellency the Minister of Communications appreciated the efforts made by the International Civil Aviation Organization (ICAO) and the General Authority of Civil Aviation, in the success of the ICAO Facilities Conference.
Enhancing commitment to ensure the efficiency of facilities programs
In a related context, His Excellency Mr. Salvatori Shakitano, head of the International Civil Aviation Organization Council (ICAO) said: “Enhancing air transport facilities means ensuring smooth transportation for travelers, aircraft crews, goods, and aircraft, while maintaining the highest safety, security and efficiency standards, and it is exactly what we dealt with and worked on during this conference, and we are committed to establishing sustainable financing mechanisms that ensure continuity. The efficiency of the facilities programs, which give us means to provide an international air transport network available to all, including people with disabilities, refugees, and non -nationality.
His Excellency called for the necessity of strengthening the commitment and pushing towards the implementation of the Doha Declaration for Air Transport Facilities, as this declaration is a practical framework for these improvements, by linking technical capabilities to humanitarian responsibilities.
Global consensus on facilitating flying
For his part, His Excellency Mr. Juan Carlos Salazar, Secretary -General of ICAO, said during his speech at the conclusion of the conference: “The Doha Declaration for International Air Transport Facilities is a road map towards a more efficient, flexible and sustainable global flight network, which requires three basic matters represented in the leadership of border coordination in a stronger way, pushing towards digital transformation, building a global consensus on facilitating aviation, and will support an organization (ICAO) This work through technical experience, enhancing communication and coordination between stakeholders, and developing standards that suit each of the member states of the organization ».
Salazar also stressed the commitment of (ICAO) to provide all the necessary support to facilitate the exchange of best practices that contribute to accelerating progress towards an integrated and globally coordinated air transport system.
The conference is the second largest gathering of ICAO
It is worth noting that the ICAO Conference for Facilities, which hosted Doha for four days, is the second largest gathering after the General Assembly of the Civil Aviation Organization ICAO in terms of attendance level, whether in terms of ministerial representation, or the number of civil aviation sector experts participating in it, where the conference witnessed the presence of about 120 ministers and head of civil aviation authorities from different countries of the world, while the number of attendees reached approximately 3000 international and local participants, experts and leaders in the sector Aviation and air transport, in addition to the participation of 17 international organizations related to civil aviation.
The number of speakers in this UN event also reached 80 speakers who participated in 13 dialogue sessions held during the conference, in addition to the participation of 35 entities in the exhibition accompanying the conference.

The ICAO Conference on its four days witnessed many sessions that discussed important issues related to cooperation and coordination between the relevant authorities in the field of facilities, customs release procedures and air freight, the safety of travel and border monitoring documents, dealing with persons banned from entry and deportees as well as refugees and non -nationality, combating human trafficking and illegal immigration, providing assistance to victims of aviation accidents And their families, in addition to building capacity and supporting countries’ implementation of standards as well as innovation in facilities.
The exhibition accompanying the conference also formed a distinguished platform to see the participants presented on the most important and latest technologies and procedures used in the field of air transport facilities and introducing them.

Mr. Mohammed bin Faleh Al -Hajri, who is in charge of conducting the work of the General Authority of Civil Aviation, stressed the importance of the ICAO Conference for Facilities as a unique occasion to reaffirm the collective commitment to the member states of the ICAO to strengthen the system of air transport facilities, as stipulated in the decisions of the General Assembly of the ACAO, which all establishes a more safety and sustainable international civilian airline environment.
