The Public Works Authority “Ashghal” announced the launch of an ambitious five -year plan of a value of more than 81 billion Qatari riyals, which includes the implementation of vital projects, in various infrastructure sectors, from the development of citizens ’lands, to government buildings projects, sewage networks and strategic estuaries, in a strategic move that draws the features of the infrastructure of Qatar during the next five years.

This came, during an open meeting with the media, in which His Excellency Eng. Mohammed bin Abdulaziz Al -Meir, Chairman of the Public Works Authority “Ashghal”, reviewed the most prominent features of the new plan, which comes as a continuation of a busy march of achievements in the field of infrastructure that contributed to achieving qualitative leaps during the past years, especially in the period of hosting the FIFA World Cup Qatar 2022.

His Excellency said that the authority is in the process of launching and implementing a wide package of development projects during the coming period, within the five -year plan 2025-2029, which is the largest in the history of the authority in terms of the volume of investments and the number of projects, indicating that these projects include the development of citizens ’lands through the implementation of an integrated infrastructure that takes into account the concepts of“ humanity of cities ”and focuses on improving the quality of life, as well as the establishment of government buildings that serve vital sectors such as health and education Sports and culture.

He also stressed that the authority will implement advanced projects for sewage networks and rainwater drainage, including strategic tunnels, pumping and treatment stations, in addition to home connections, with the aim of reducing floods and enhancing the efficiency of the national network.

On the most prominent future projects, His Excellency announced the launch of the strategic estuaries project during the current year, which represents one of the largest sustainable projects in the drainage of rain water in the north and south of Doha, with plans to reuse water for irrigation and cooling purposes, explaining that the project will consist of two phases: the first to launch the main tunnels work in 2025, and the second for sub -tunnels starting early 2026, in coordination with the ministries of the municipality, the environment and change Climate.

Within the state’s tendency to enhance the role of the private sector, its happiness revealed new projects that will be implemented by the system of partnership between the public and private sectors, most notably the development of the infrastructure of more than 5,500 residential vouchers in different areas, indicating that the works include the implementation of internal road networks and their connection to the surrounding roads, as well as the full infrastructure of sanitation, water, treasure water, and lighting.

He also pointed out that the authority is considering the launch of the second phase of the wastewater treatment plant project in the Al -Wakra and Al -Rayer regions with the partnership system.

Regarding the projects affected by the delay, His Excellency pointed out that “Ashghal” adopted alternative plans and exceptional measures to support the current contractors and ensure the completion of the implementation of the works, stressing that corrective measures are taken to assess the performance of contractors and consultants, and accelerate the pace of completion while maintaining quality and safety standards.

Within the government’s keenness to enhance the continuity of the contracting sector growth, “Ashghal” announced the provision of financial and organizational support to the sector with a value of 21 billion Qatari riyals, which included direct batches and procedures for mitigating the burdens, especially after the repercussions of the Korona’s pandemic, which included replacing the maintenance reservation with a bank guarantee in advanced projects, extending the time contracts for late projects, and activating the evaluation of contractors’ performance periodically.

The authority also recorded a remarkable development in the application of the local value program, which aims to support local companies and enhance economic independence, as positive results have recorded the highlight of the number of companies registered in “Ashghal” from 201 companies in the first third from 2022 to 733 companies in the third third of 2024, and the increase in contracts granted to local suppliers to 77 percent compared to only 10 percent in 2022, in addition to the decrease in the percentage of non -regenerated companies for their certificates of their certificates 47 percent to 11 percent, with a leap in local value points from 3024 points to more than 23447 points.

Within the framework of digital transformation and upgrading the efficiency of operations, “works” launched the initiative to automate the financial statements of the service suppliers, to accelerate the tender procedures and reduce administrative burdens, by relying on a central database that relieves the lifting of financial statements repeatedly, with the ability to monitor the performance of contractors in a proactive manner, allowing to take the necessary measures in a timely manner to avoid any possible challenges.

In this context, His Excellency Eng. Al -Meir indicated that “Ashghal” is working to develop the “smart contracts” initiative, which aims to raise the levels of transparency and reliability, and reduce costs and human interventions, through the use of advanced digital technologies in contract management, noting that this step represents a qualitative shift in the path of contract management and projects, in line with Qatar’s national vision in promoting innovation and sustainability.

He also pointed out that the institution’s institutional strategy for the period 2024-2030 will soon be accompanied by the launch of the new identity of works through an advanced suit that reflects the future plans of the authority, as part of the “Ashghal” trip towards achieving the third national development strategy, in order to see Qatar National 2030.

He explained that through this strategy, the authority seeks to become a world leader in managing projects and assets, by providing distinguished services and infrastructure that accompanies the aspirations of future generations, noting that the basic task of “works” is based on the delivery and management of assets, projects and services in a sustainable way to satisfy its customers.

He said: “We will work to confront all challenges in order to preserve the position of the State of Qatar within the ranks of developed countries, by giving the maximum priority to implement sustainable infrastructure works that benefit future generations and move more towards digital transformation in all operations and procedures.

At the end of his speech, His Excellency Eng. Mohammed bin Abdulaziz Al -Meir renewed his thanks to the wise leadership for its unlimited support for the infrastructure sector, stressing the commitment of the Public Works Authority “Ashghal” to implement projects with the highest quality and efficiency standards, and to achieve sustainable development that is worthy of the status of the State of Qatar.
