Qatar Fourth in the world in the Communications Development Index 2025

The State of Qatar has achieved a new achievement by registering 98.4 out of 100 in the Information and Communications Technology Development Index for 2025, issued by the International Telecommunication Union, which places it in the fourth place in the world out of 164 countries covered in the report.
The Information and Communications Technology Development Index is one of the most important international references to measure the level of digital transformation and the quality of communication, and covers aspects such as comprehensive communication, digital technologies and providing the Internet and infrastructure.
The Telecommunications Regulatory Authority stated that the prestigious position that the State of Qatar has in the telecommunications sector reflects the development of infrastructure, the quality of communication and efficiency of use, which enhances its position among the most prominent digital economies globally. This progress also comes as a result of the continuous investments in the digital structure and the state’s efforts in promoting digital transformation and achieving comprehensive and effective communication for all the population.
The Communications Development Office of the International Communications Federation (ITU) issued the latest version of the IDI Development Index, which reflects tangible progress towards a comprehensive and targeted communication all over the world.
The report showed a remarkable improvement in most countries, as 164 countries listed in the index for 2025 scored an average of 78 points out of 100, which reflects general progress in the digital structure, and that low -income countries are progressing quickly despite their start from a low base (33 points in 2023), these countries recorded an annual growth of 10.9%, to 40 points in 2025, while countries high income are close to Completeness: an average of 92 points, and these countries are close to achieving comprehensive communication, especially in infrastructure indicators, which leaves less space for improvement.
Among the most prominent goals of the report:
Measuring the extent of comprehensive and targeted communication in countries.
Enable comparison between countries, groups, income and regions.
Support local and international policies based on realistic data.
In terms of regions, the report of the International Telecommunication Union showed a 16 % average IDI index in Africa, which is the highest among all regions, while Europe scored an average of 91 points, the independent countries of the Commonwealth (CIS): 88 points, Asia and the Pacific: 80 points, while the Arab countries scored 78 points, and the Americas: 77 points.
The report indicated that 18 countries managed to achieve the maximum degree in at least five out of ten, but there is no country that achieved all goals.
