Under the auspices of His Excellency President Ahmed Al -Shara, President of the Syrian Arab Republic, the Syrian government signed a strategic memorandum of understanding with the alliance of international companies led by the European Holding Company, to develop major projects in the field of electric energy production, with a foreign investment of $ 7 billion.
This initiative comes within the state’s priorities to rebuild the basic infrastructure, enhance energy security, and support the path of economic development in Syria. This step also reflects the clear orientation of the president’s luxury towards establishing a developmental model based on self -reliance, openness to regional partnerships, and achieving sustainability.
The signing ceremony took place in the capital, Damascus, in the presence of Mr. Tom Brak, the special envoy of the United States to Syria, and His Excellency Ambassador Khalifa Abdullah Al -Mahmoud Al -Sharif, the Chargé d’Affairs at the Embassy of the State of Qatar in Damascus, and His Excellency Ambassador Burhan Qouroglu, Ambassador of the Turkish Republic to Syria.
The agreement was signed by Mr. Mohamed Moataz Al -Khayyat, Chairman of the Board of Directors of Europe Holding, Mr. Mohamed Genghis, Chairman of Genghis Energy, Mr. Uhran Jamal Calongo, Chairman of the Calaon Energy Company, and Mr. Mazen Al -Sbeiti, CEO of Power International USA.
The signature of a number of managers and representatives of companies, Mr. Ramiz Al -Khayyat, the President of the Urbonan Holding Company, Mr. Mohamed Al -Khayyat, a member of the Board of Directors of UCC Constriches, and Mr. Ahmed Genghis, Vice President of Genghis Energy Company and Mr. Lutfi Alfan, CEO of Calon Energy.
This coalition is led by Europe, through its subsidiary USCC Constagins Investments, a Qatari company specializing in energy and construction privileges, and the alliance includes:
• Power International USAM – an American company specialized in strategic investments in the field of energy.
• Calion GES Energy Yatmerimi – a Turkish invested and developed company for renewable energy projects.
• Gengez Energy San. In Tech. A Turkish company specialized in developing and operating energy projects.

This strategic alliance comes as an embodiment of the vision and directives of His Highness Sheikh Tamim bin Hamad Al Thani, Emir of the State of Qatar, to support the Syrian economy recovery and contribute to rebuilding the modern Syrian state through effective development initiatives aimed at strengthening the national economy and pushing the country towards achieving self -sufficiency in the energy sector.
The agreement includes the development of four power plants in the CCGT in the areas of: Trevoy (Homs), Zizon (Hama), Deir Al -Zour, and Muharid (Hama), with a total capacity of about 4000 megawatts, using American and European technologies, along with a sunscreen with a capacity of 1000 megawatts in the spring of spring southern Syria,.
These projects will be implemented according to construction, possession and operation models (BOO), construction, operation and transfer of ownership (BOT), with purchase agreements attached. It is expected that the implementation of projects will start after reaching the final agreements and financial closure, with the implementation of the implementation of gas stations within 3 years and the solar power station in less than two years.
Mr. Tom Barak, the United States Special Envoy to Syria, stated the following:
This agreement represents a detailed step in the path of Syria towards reconstruction and energy security. As President Trump said, we are working with our partners for a prosperous and stable Syria, who lives in peace with herself and its neighbors. This partnership is an essential step towards achieving this goal, along with the President’s decision to lift US sanctions on Syria. This alliance, led by Qatar, will contribute to promoting stability, developing infrastructure, reviving the economy, and providing concrete results to the Syrian people. As President Trump said and Minister Rubio implements his vision, our goal is to enable “trade, not chaos.”
His Excellency Eng. Muhammad Al -Bashir, Minister of Energy in the Syrian Arab Republic, said:
“This agreement is a pivotal step in the infrastructure recovery plan in Syria. It will contribute to strengthening the national electrical network, expanding the scope of access to electricity, and meeting the increasing demand through partnerships that combine international experience and local priorities.”
Mr. Ramiz Al -Khayyat, President of the European Holding Company and CEO of the group, said:
“This memorandum of understanding reflects our vision to develop a sustainable and effective infrastructure in the region. We are proud to lead this initiative through our specialized company, and in partnership with coalition members. These projects represent a successful model for the public and private partnerships, as they combine traditional and renewable energy solutions to support Syria’s energy’s transformation in the energy field and enhance its economic flexibility in the long run.”
Jamal Qalango, Chairman of the Calion Group, stated:
“As the largest investor in renewable energy in Türkiye, we are proud to contribute to the development and improvement of infrastructure in our neighbor, Syria, through this project.”
Mr. Mohamed Genghis, Chairman of Genghis Energy, said:
“Being the largest energy company in the private sector in Turkey, we come with experience that extends for more than a quarter of a century in building and operating power stations in several regions. We are confident that this partnership will contribute to providing reliable and effective energy solutions to Syria.”
Upon completion of these projects, it is expected to cover more than 50% of Syria’s national needs of electricity, which represents a qualitative leap towards energy security, reviving the economy, and enhancing the stability of infrastructure.

• Improving daily life by enhancing the quality of public services and education and raising the standard of living.
• Supporting regional integration by opening electrical trade channels with neighboring countries.
• Preparing the road towards converting clean energy by establishing an advanced infrastructure for solar and renewable energy projects.
