The International Chamber of Commerce, Qatar, has announced an important legislative achievement of the completion of the preparation of the first draft of a Qatari law compatible with the typical UNTERELA law on convertible electronic records (Mletr), which means the transfer of the State of Qatar from the second phase to the sixth phase on the accreditation of the global MLTR law, which places it at the forefront of countries in developing digital trade in the region.

His Excellency Sheikh Khalifa bin Jassim bin Muhammad Al Thani, President of the Qatar Chamber and the International Chamber of Commerce, Qatar, said that this achievement reflects Qatar’s commitment to adopting innovation and consolidating its position as a world leader in the field of digital trade. He noted that through the application of the Mletr system, we not only enhance the competitiveness of Qatari companies, but also prepare a clear, efficient and confident legal environment in our commercial system.
The Mletr Electronic Transactions Law, which was developed by the United Nations Commercial Commercial Law (UNSTEREL), is a leading international legal framework that enables the legal use of convertible electronic records – digital alternatives to paper trade documents, which are essential in local and cross -border trade. These documents include shipping bonds, ear bonds, warehouse receipts, and checks, all of which facilitate the financing, shipping and possession of goods in international trade transactions.
The International Chamber of Commerce, Qatar, added in a statement issued on Sunday, July 6, that in light of the traditional legal regulations, it is required that many of these documents be in a paper form to prove their possession, health, or ability to circulate. She noted that the Mletr law solves this problem by providing a set of technologically neutral rules, which allow the issuance of these documents and their transfer in a purely digital formula, while maintaining its functional equal with paper copies.
She said that the law is a number of basic legal requirements in electronic records to ensure uniqueness, arbitration, safety and reliability, so that there is only one official copy of the electronic record at any time, just as is the case with the original paper document, with the ability to verify the identity of the exclusive rights holder on the document, and to ensure the content of the document remains without change what was not declared, and that the mechanisms and systems used to manage documents are worthy of confidence And verified.
She added that these rulings remove the legal ambiguity surrounding e -commerce documents, and enable them to recognize them in courts and commercial transactions around the world. By harmonizing its national legislation with the Mletr Law, Qatar establishes a solid legal basis for e -commerce, which reduces costs, speeds up procedures, improves transparency and compliance throughout the supply chains.
