Qatar Tourism: Launching the first stages of developing the western Gulf beach and Savaliya Island

Qatar Tourism, in cooperation with the Public Works Authority (Ashghal), announced the launch of the first phase of the tender for presentations for the project to develop the beaches of the Western Gulf and the Saval Island. The project is presented within the framework of the partnership form between the public and private sectors, with the aim of converting the beaches of the Western Gulf and the Safaliya Island into an integrated tourist destination on the waterfront, including experiments and initiatives for sustainable environmental tourism, entertainment spaces, various options for restaurants and cafes, and facilities for family and recreational activities.

Qatar, through this first stage, calls on Qatar, regional and international coalition companies and coalition companies with experience and efficiency to submit their proposals. This stage aims to review design ideas and rehabilitate companies capable of implementing the project in line with the finest international standards, provided that the companies qualifying to participate in the second stage of the tender are invited.
The waterfront project in the Western Gulf is a pivotal element within the main plan for the assets adopted by Qatar Tourism Strategy, as it aims to consolidate Qatar’s position as a global tourist destination through investment in infrastructure and entertainment monuments.
The Public Works Authority published the first stage documents of the tender for presentations, which include comprehensive details about the project, including design, construction, financing and operation. Interested companies must submit their proposals no later than Sunday, November 2, 2025, at 13:00 Doha time.
Interested parties can download the first stage documents of the application for submitting offers via the safe platform (SFTP), with the Public Works Authority website followed regularly during the offering period to see any updates, circulars or additional supplements. The project includes the design, construction, financing, operation, and maintenance of 5 custom plots of the beach interface in the Western Gulf region, along with the Saval Island. The project is scheduled to include residence facilities, food and beverage outlets, and entertainment facilities, which contributes to the establishment of an integrated beach destination available to all.
