The Qatar General Corporation for Electricity and Water “Kahramaa” announced that it has become the authority responsible for organizing the regional cooling services in Qatar under the Cabinet Law No. 19 of 2024, which determines the organizational framework for these services and gives Kahramaa the authority to set the appropriate rules to provide these services in line with policies And the general strategies of the state.
A statement to the institution indicated that the areas of regional cooling services include the production, distribution and sale of cooling energy using the refrigerated water by the licensed authorities, such as service providers and sellers with retail. The area cooling service provider is the person who gets a license to create or operate areas cooling networks or provide these services for personal use or sell them to other sellers or subscribers in a specific area, while retail cooling services seller is the person who is licensed to provide or sell these services to consumers In the same area.
“Kahramaa” seeks to enhance the quality of areas cooling services by studying and identifying service areas and allocating the necessary paths to build and maintain cooling networks, as well as setting standards aimed at ensuring quality and protecting the interests of subscribers. The Foundation also prepares the necessary studies to support the sector and define technical specifications that ensure the application of international best practices in providing these services, in addition to addressing complaints and settling disputes between the licenses and subscribers.
According to the law, it is not permissible to establish or operate the regions cooling system or provide its services only after obtaining a license from the competent department, and the license is set for a period of 15 years with the possibility of renewal for a period of five years. The licensee is also required to install the necessary meters and devices at the power transmission station to measure the cooling consumption according to the specific specifications.
The use of desalinated water for drinking purposes is prohibited to provide areas cooling services, while subscribers must take the necessary measures to protect equipment for the delivery of cooling services from damage or manipulation.
The regions cooling service is one of the sustainable services that contribute to reducing the consumption of electricity and water, and also helps in preserving the gas used in production stations, which contributes to reducing carbon dioxide emissions.
