Stimulate innovation and support research and development efforts in the transportation sector
Conduct periodic evaluations of policies and projects related to sustainable transport
Deepening partnerships in the international transportation sector to develop a safe, green, and economic transportation system
Encouraging partnership between the public and private sectors to invest in building and operating transportation systems
Sustainability forms the cornerstone of the comprehensive transportation plan for the State of Qatar, launched by the Ministry of Transportation and is one of the pillars of the Qatar National Vision 2030, which has a significant impact on the economic and environmental development in the country. Transport is considered one of the basic components that support the pillars of Vision 2030, which are human, social, economic and environmental development. Transport enhances the economic competitiveness of the State of Qatar and provides facilities and services to meet the needs of all transport and connectivity users and access to economic and development projects. Land transportation is also one of the main sectors that greatly helps improve all aspects of life and ensures the delivery of goods and services to individuals and communities. It supports the growth of other sectors, such as agriculture, industry, mining and trade, and drives the sustainable development of cities, communities and the economy in line with the goals of the Qatar National Vision 2030.
The Ministry of Transportation is pursuing a comprehensive strategy and vision for a sustainable transportation system that achieves a balance between modern-day requirements and environmental, social, and economic considerations.
The transportation sector plays a pivotal role in promoting the trend towards sustainability, as legal and regulatory frameworks are put in place that support sustainable transportation, including developing and implementing policies and legislation that stimulate the use of public transportation, investing in building efficient and environmentally friendly infrastructure, and setting standards for carbon emissions resulting from Special vehicles.
New and innovative technologies
Sustainable transportation also requires new and innovative technologies, so it is necessary to stimulate innovation and support research and development efforts in the transportation sector by contributing to funding universities and research centers to study sustainable transportation solutions and supporting research that explores new technologies such as self-driving cars, or developing low-emission alternative fuels.
There is also a need to conduct periodic evaluations of policies and projects related to sustainable transport, in order to identify successes and shortcomings, and to ensure adaptation to continuous changes in society’s needs and technological progress. There is also the importance of partnerships between governments and the private sector and their important role in promoting sustainable transportation, as private sector companies contribute to developing innovative solutions that improve transportation efficiency.
It is also necessary to strengthen connectivity with global transport systems, exchange experiences and innovative technologies, work to sustain and enhance efforts to reduce carbon emissions and preserve the environment, in addition to deepening partnerships in the international transport sector to advance the development of a safe, comfortable, efficient, green, economical, comprehensive and flexible transport system.
Comprehensive transport plan 2050
The Comprehensive Transport Plan for the State of Qatar 2050 constitutes a roadmap for investment in land transport infrastructure. It will also define future frameworks and directions for developing transport networks at the national level, ensuring their integration with land use, urban development, population growth and meeting the demand for transport systems in the future.
Sustainability is the cornerstone of this plan because this concept has a significant impact on economic and environmental development, by achieving a balance between the requirements of economic growth and environmental protection and contributing to reducing climate change through implementing long-term initiatives that contribute to the transition to sustainable transportation.
The plan also works to achieve financial sustainability for the land transport sector by covering the largest possible amount of operating costs by implementing transport demand management policies, and encouraging partnership between the public and private sectors to invest and contribute to building and operating transport systems.
Great economic returns
The comprehensive plan for transportation in the State of Qatar 2050 will bring significant economic returns as a result of increased revenues and the benefits of saving the cost of operating vehicles, saving energy and fuel consumption, saving travel time, and reducing carbon emissions and traffic accidents.
The implementation of this plan will also enhance the position of the State of Qatar as one of the most sustainable countries in the world by providing innovative and sustainable transportation solutions that support all aspects of development pursued by the state, which contributes to improving the quality of life of citizens and everyone residing on the land of Qatar, while preserving the national identity of the state.
Initiatives and projects
The plan includes an integrated set of initiatives and projects to serve all users of land transport systems and networks until the year 2050, including highways, public transport, pedestrians, bicycles, demand management for land transport, and other transport techniques and technology, with the aim of achieving integration between these elements. Improving connectivity between them, enhancing road safety, reducing traffic congestion, and preserving the environment, to be a true legacy for future generations, thus achieving the goals of Qatar National Vision 2030.
One of the most important components and outputs of the plan is the preparation of more than 60 national land transport policies in the State of Qatar that will ensure the development of the level of transport services, in addition to proposing 286 plans and projects until the year 2050, which include projects for developing road and public transport networks, managing transport services, laws and governance, and transport technology. Planning and feasibility studies.
Developing the road network
The plan also includes 37 proposed projects to develop the main road network with a length of 770 km and 30 projects to develop the main public transport network with a length of 540 km, in addition to expanding the provision of supporting facilities for the transition to sustainable means of transport.
Among the outcomes of the plan is also the development of policies and plans for land freight with the aim of developing the infrastructure of the freight sector in Qatar within an integrated transport system that elevates the culture and freight service in the country to the best international standards and practices in terms of traffic safety, reducing the environmental and climate impact, in addition to contributing to economic growth. Urban development and improving land freight service for the country’s residents and visitors alike.
The plan includes the development of technical guides at the national level, such as: the road planning guide, which provides guidelines for planning future transport networks, in addition to the guide to the rate of trips and stops in the State of Qatar, which provides knowledge of the rate of trips and stops necessary to be used in transport and traffic studies and analyzes for transport, road and traffic projects. Development and urbanization in the country.
Planning and developing positions
There is also a comprehensive plan for vehicle parking in the State of Qatar, which provides a sustainable and contemporary framework for planning, developing and managing supply and demand for all types of vehicle parking with high efficiency.
The plan’s outputs were classified into four volumes, accompanied by integrated technical reports that contribute to the plan’s implementation over the coming years, in addition to smart applications to keep pace with technological development in the field of planning, managing and operating vehicle parking.
The most important outcomes of the plan are: developing the policies, systems and legislative laws necessary to regulate vehicle parking in the country, launching more than 150 strategies on the mechanism of implementing vehicle parking policies, issuing a unified and comprehensive guide for designing vehicle parking in accordance with the best international standards, which contributes to raising the level of efficiency and safety of the system. Vehicle parking, which will be used by government agencies, consultants and developers.
