The Ministry of Finance revealed that the deficit in the state budget was covered in the second quarter through the debt tools. She emphasized that the state budget recorded a deficit of 0.8 billion riyals during the second quarter of 2025. The Ministry added in a publication via the X platform that the second quarter revenues amounted to 59.8 billion riyals, low by 0.1% compared to the second quarter of the previous year.

Revenue included 34 billion riyals, oil revenues, and 25.8 billion riyals, non -oil revenues.
The total expenses of the second quarter reached 60.6 billion riyals, an increase of 5.7% compared to the second quarter of the previous year, and included 18.334 billion riyals for salaries and wages, and the ongoing expenses are 21.925 billion riyals, and the major capital expenses are 17.507 billion riyals, and secondary capital expenses amounted to 2.838 billion riyals.

Private sector support and business facilitation
The Ministry of Finance confirmed on its website that the foundations for preparing the budget in 2025 include allocating financial resources for the main sectors that support economic diversification efforts, sustainable growth, private sector support, and facilitating business, improving and raising the level and quality of government services provided to the citizen, resident and the private sector.
Commitment to a balanced spending policy in a way that contributes to preserving the financial position of the state, its high credit classification and achieving financial sustainability, in addition to raising the efficiency of spending by starting to implement the budget based on programs and performance.
The Ministry clarified the policies of dealing with surplus or budget deficit.
In the event of a surplus, the existing debt obligations are paid, the reserves of the Qatar Central Bank, and the reserves of the Qatar Investment Authority are enhanced. In the event of a deficit, debt financing, local and external debt tools are issued.
The Ministry of Finance identified the main sectors allocations in 2025, where the education sector has allocations of 19.4 billion riyals in the new budget compared to 18.7 billion riyals in the previous budget.
It is planned to establish 11 new schools, including 4 schools dedicated to people with special needs – Al -Hidaya Schools – and the renewal and development of 7 existing schools, in addition to the establishment of a new building for the College of Dentistry and the College of Nursing, maintenance and development of the community college buildings to support an advanced educational environment, and develop the facilities of the Qatar Foundation for Arrangement, Science and Community Development, establishing a man -made path to serve students and a multidimensional parking building for students at Qatar University.
The health sector dedication is 22 billion riyals in the new budget compared to 21.8 billion riyals in the previous Maronites, where the construction work of new hospitals will be completed and the completion of the projects to develop the existing installations of the Hamad Medical Corporation and the Primary Health Care Corporation, which reflects the continued commitment of the state to the policies of developing human capital and raising the level of quality of public services.

Complete municipal projects
The municipal and environmental deviations in the new budget are 21.9 billion riyals compared to 18.2 billion riyals in the 2024 budget, including some sector projects to be implemented such as the construction of a shelter and sponsorship center for animal, and the development and rehabilitation of the Maha Reserve in Al -Falaaniya, the rehabilitation, operation and maintenance of the central veterinary laboratory building, and the project to develop the states of the state and expand the aquatic biology and fish farming center.
The Sports Sector has the 2025 budget with allocations of 6.6 billion riyals compared to 8.8 billion riyals in the 2024 budget with the aim of qualifying and developing the facilities of the Aspire Zone Foundation and the development of facilities affiliated with the race and equestrian club and the Qatar Equestrian Federation and the development of the Al -Aqdah Equestrian Complex (the fourth stage), in addition to the work of developing sports lounges covered and sports facilities of the Ministry of Sports and Youth and others. Also, commercial affairs allocations are 3.9 billion riyals, including the project to develop major sectors allocations in 2025.
