“These economies need greater assistance, whether direct or indirect, from abroad through the International Development Association,” Ayhan Kosi, deputy chief economist at the World Bank Group, said in the report.
The bank noted that these poor countries can also resort to a number of other means, especially increasing their tax revenues, as well as improving the effectiveness of public spending, but it acknowledged that the effort necessary to achieve this is enormous while these countries suffer from major structural problems, especially if It was facing instability or conflicts that prevented it from extending control over part of its territory.
